Topics

8:30 - 9:30 am  Bill C-10 and the Broadcasting Act – Possible Implications for Canadians

Speakers: Scott Prescott, Paul Burbank, Novera Khan

For the first time in almost three decades, material changes are being proposed to the Broadcasting Act. The amended Act would provide the CRTC with the mandate to regulate online streaming services, establish new expenditure obligations for broadcasting undertakings and impose administrative monetary penalties (AMPs) for breaches of the Act. The CRTC’s mandate for ensuring that the Canadian broadcasting system serves the interests and needs of underrepresented communities and groups would also be enhanced. This presentation will address all of these proposed changes and the impact they would likely have on Canadians.

Speakers: Andrew House, MacNeal Darnley

Guest Speaker: David Walker, MD, FRCPC, Professor, Emergency Medicine, Family Medicine and Policy Studies, Queen's University

Many of us have spent the pandemic era as keen armchair quarterbacks, imagining and re-imagining how things might have been if only different legal, policy, and operational choices had been made. This panel will examine Canada’s border and the fight against COVID-19: Open? Closed? For Whom? And Why? And to what effect in preventing spread of the virus? Join us for an entirely counterfactual discussion of the recent past with real-world lessons for the future.
