BC Hydro has been directed by the BCUC to undertake performance-based ratemaking, representing a significant change in the rate setting process for BC Hydro. Due to the energy transition and, in particular, policies encouraging electrification, BC Hydro sought reconsideration of the BCUC’s direction to undertake performance-based ratemaking.
The case was significant as it was key to how electric rates for the vast majority of the province would be set for a six-year period, and concerns whether BC Hydro will be subject to a performance-based ratemaking plan, which marks a significant departure from the traditional forecast cost of service approach to setting BC Hydro’s rates that has been in place for decades.
A Decision was issued in March 2024, in which the BCUC agreed with BC Hydro’s reconsideration application.
