He notably comments on the importance of regulating lobbying in a way that ensures transparency, without discouraging constructive exchanges between governments and outside organizations. 

“The world’s increasingly complicated. There has to be some kind of dialogue that exists between the people being regulated and people making regulations,” said associate Dana Gregoire.
