The District of Columbia’s Smart Street Lighting P3 project has reached financial close, making it the first P3 scheme in the District of Columbia to reach that status. The project is the largest urban streetlight modernization project in the United States and will be developed using the DBFM P3 model. Plenary Americas, leading member of the winning consortium that included Kiewit Development Company and Phoenix Infrastructure Group, LLC, will design, construct, install, finance and manage the entire street light network in the District of Columbia, including the upgrade of more than 75,000 streetlights to LED technology with remote monitoring and control capabilities.
The winning consortium comprised of Plenary Americas, Kiewit Development Company and Phoenix Infrastructure Group, LLC was advised by Fasken with a team led by Marc Lefler and Adam Lewinberg, and including Ella Plotkin, Aaina Grover and Andrew Jerjian (Candidate in the Licencing Process).
The District of Columbia’s Smart Street Lighting P3 project was named the Best Social Infrastructure Project and Best Energy Project at the 2022 P3 Awards.
